L’anatema delle tende: come l’Italia ha disinnescato il proprio futuro
L’ultimo Inverno della conoscenza e il paradosso della precarietà asimmetrica

Questa è la manifestazione visibile del Paradosso
della Precarietà Asimmetrica: l’incertezza più radicale e umiliante è
concentrata su chi genera valore epistemico, su chi potrebbe creare brevetti e
futuro. Contemporaneamente, chi ha gestito e distrutto il sistema gode di una
stabilità eterna.
La precarizzazione della ricerca non è un limite
contabile. È un’abiura strategica. È la scelta di trasformare eccellenze
globali in manodopera a termine, di rinnovare il futuro a scadenza semestrale,
mentre il mondo intero investe miliardi in intelligenza artificiale, stato
solido e biotecnologie. Il nostro Paese non ha un problema di bilancio sulla
ricerca; ha un problema di scelta morale sulle priorità.
Il deficit di
responsabilità e l'oligarchia immune
L’elemento centrale di questa rovina è la
separazione chirurgica tra potere e conseguenza. Come direbbe Nassim Nicholas
Taleb, abbiamo costruito un sistema in cui chi decide non ha skin in the
game.
In un sistema sano, il costo del fallimento
ricade su chi ha gestito il rischio. Nel caso italiano, il danno viene
sistematicamente esternalizzato sui giovani, sui territori e sulle generazioni
future. Gli stessi ex ministri, ex commissari, ex direttori generali che
hanno attraversato indenni ogni stagione politica, dal socialismo reale al turbo-liberismo,
continuano a occupare i teleschermi come "saggi" e "chef della
crescita".
Sono i custodi di un sistema senza feedback, un’oligarchia
del privilegio che non fallisce mai, che non viene mai espulsa dal circuito del
potere. In Italia, chi sbaglia non paga: chi sbaglia viene promosso. È
questo il vero scandalo strutturale.
Il dinastismo
istituzionale e l'emblema CNEL
Il meccanismo di selezione non è neppure il
vecchio nepotismo. Siamo nel dinastismo istituzionale: un circolo ermetico che
coopera i propri membri per appartenenza di ceto, non per merito tecnico.
Ministeri, authority, banche centrali diventano tappe di una rotazione
permanente delle stesse biografie. Questo genera una selezione avversa che
premia la fedeltà al circuito sulla capacità di innovazione.
Il suo simbolo più lampante è il Consiglio
Nazionale dell'Economia e del Lavoro (CNEL): un ente che, applicando a sé
stesso le logiche di "razionalizzazione" imposte al resto del
sistema-Paese, sarebbe stato liquidato da decenni. Invece, diventa il
ricollocamento apicale per chi ha fallito nella modernizzazione dello Stato. È
la protervia burocratica eretta a dignità costituzionale.
La caduta:
brevetti e tradimento industriale
L’abbandono del capitale umano si traduce nel
crollo del nostro arsenale cognitivo. La fuga dei cervelli non è un aneddoto, è
la misurazione macroeconomica di quanto il sistema non sia più in grado di
riconoscere il valore che produce.
Questa emorragia intellettuale ha il suo
riscontro oggettivo nel crollo dei brevetti depositati a livello
internazionale, l’indicatore più brutale della nostra rinuncia alla sovranità
tecnologica.
La classe dirigente ha presieduto non a un
declino, ma a un tradimento strategico della base produttiva:
- L'Ilva non è solo un caso industriale, è la rinuncia alla nostra
siderurgia, senza la quale non esiste sovranità industriale.
- Intere filiere, come la chimica di base svenduta negli anni '90 dai
governi di centrosinistra o tecnici da essi appoggiati, sono state
liquidate in nome di parametri contabili, non di una visione strategica.
Oggi importiamo tecnologie che potremmo creare e
precarizziamo chi potrebbe inventarle. E mentre accade tutto questo, il sistema
mediatico orchestra una sovrapproduzione di rumore politico, polemiche,
battute, scandali, che serve precisamente a non dare notizia del declino
strutturale.
La crisi spirituale: contabilità contro destino
La perdita più grave è la perdita del senso del
Paese. L’attuale classe dirigente non governa una comunità storica o un
progetto nazionale. Governa parametri, tabelle Excel e vincoli. Il bilancio non
è uno strumento; è l’unico orizzonte epistemico.
Non fare debito per la ricerca non è prudenza. È
un atto di fede nell’estinzione, codificato in forma contabile.
Questa non è solo una crisi economica. È una crisi
spirituale e civile: è la rottura del patto intergenerazionale. È il momento in
cui una civiltà, la patria di Fermi, Volterra, Marconi, decide che il proprio
futuro vale meno della continuità del proprio presente.
Le tende davanti al CNR non sono un simbolo. Sono
un giudizio. Rappresentano la visualizzazione di un sistema che ha
esternalizzato totalmente il rischio su chi produce sapere, mentre chi gestisce
il potere vive nell'assenza totale di conseguenze.
La domanda che ci viene posta non è tecnica, ma
esistenziale: quale paese vuole essere l'Italia? Uno che accetta il rischio
dell'innovazione, o uno che ottimizza i parametri della propria decadenza? La
traiettoria è segnata. Manca solo la decisione di invertire la rotta.

The Last
Winter of Knowledge and the Paradox of Asymmetric Precarity
Under the Roman Christmas lights, the image is
not a symptom, it is an anathema. Researchers with multiple degrees,
international PhDs, and dozens of indexed publications, the true cognitive
capital of the nation, are forced to sleep in tents in front of the National
Research Council. Not for militancy, but for the most ignoble of necessities:
professional survival.
This is the visible manifestation of the Paradox
of Asymmetric Precarity: the most radical and humiliating uncertainty is
concentrated on those who generate epistemic value, on those who could create
patents and future. At the same time, those who have managed, and destroyed, the
system enjoy eternal stability.
The precarization of research is not a budgetary
constraint. It is a strategic abjuration. It is the choice to transform
global excellence into temporary labor, to renew the future on a six-month
expiration date, while the rest of the world invests billions in artificial
intelligence, solid-state technologies, and biotechnology. Our country does not
suffer from a research budget problem; it suffers from a moral choice
problem about priorities.
The deficit of
responsibility and the immune oligarchy
The central element of this ruin is the surgical
separation between power and consequence. As Nassim Nicholas Taleb would say,
we have built a system in which those who decide have no skin in the game.
In a healthy system, the cost of failure falls on
those who managed the risk. In the Italian case, damage is systematically
externalized onto the young, onto territories, and onto future generations. The
same former ministers, former commissioners, former directors-general who have
crossed every political season unscathed, from real socialism to
turbo-liberalism, continue to occupy television screens as “sages” and “chefs
of growth.”
They are the guardians of a system without
feedback, an oligarchy of privilege that never fails, that is never expelled
from the circuit of power. In Italy, those who make mistakes do not pay: those
who make mistakes are promoted. This is the true structural scandal.
Institutional dynastism
and the CNEL emblem
The mechanism of selection is not even old-style
nepotism. We have entered the era of institutional dynastism: a hermetic
circle that co-opts its own members by class belonging rather than by technical
merit. Ministries, authorities, and central banks become stages of a permanent
rotation of the same biographies. This generates an adverse selection that
rewards loyalty to the circuit over the capacity for innovation.
Its most blatant symbol is the National
Council for Economics and Labor (CNEL): an institution that, if it applied
to itself the same “rationalization” logic imposed on the rest of the country,
would have been dismantled decades ago. Instead, it becomes the apical
redeployment point for those who failed in the modernization of the State.
Bureaucratic hubris elevated to constitutional dignity.

The collapse:
patents and industrial betrayal
The abandonment of human capital translates into
the collapse of our cognitive arsenal. The brain drain is not an
anecdote; it is the macroeconomic measurement of how incapable the system has
become of recognizing the value it produces.
This intellectual hemorrhage finds its objective
confirmation in the collapse of internationally filed patents, the most brutal
indicator of our renunciation of technological sovereignty.
The ruling class has presided not over a decline,
but over a strategic betrayal of the productive base:
- Ilva is not merely an industrial case; it is the
renunciation of our steel industry, without which no industrial
sovereignty can exist.
- Entire supply chains, such as basic chemistry sold off in the 1990s by
center-left or technocratic governments supported by them, were liquidated
in the name of accounting parameters rather than a strategic vision.
Today we import technologies we could create, and
we precarize those who could invent them. And while all this happens, the media
system orchestrates an overproduction of political noise, controversies, jokes,
scandals, precisely to avoid reporting on structural decline.
The spiritual
crisis: accounting versus destiny
The most serious loss is the loss of a sense of
national purpose. The current ruling class does not govern a historical
community or a national project. It governs parameters, spreadsheets, and
constraints. The budget is no longer a tool; it is the only epistemic horizon.
Not taking on debt for research is not prudence.
It is an act of faith in extinction, codified in accounting form.
This is not only an economic crisis. It is a spiritual
and civic crisis: it is the rupture of the intergenerational pact. It is
the moment in which a civilization, the homeland of Fermi, Volterra, Marconi,
decides that its future is worth less than the continuity of its present.
The tents in front of the CNR are not a symbol.
They are a judgment. They represent the visualization of a system that
has completely externalized risk onto those who produce knowledge, while those
who manage power live in total absence of consequences.
The question placed before us is not technical,
but existential: what kind of country does Italy want to be? One that
accepts the risk of innovation, or one that optimizes the parameters of its own
decline? The trajectory is set. Only the decision to reverse course is missing.
